Welcome

Welcome to the Notify U.S. Web site. Notify U.S. is a free service that offers U.S. entities (citizens, industries, organizations) an opportunity to review and comment via the USA WTO TBT Enquiry Point on proposed foreign technical regulations and conformity assessment procedures (CAPs) that are circulated in notifications, and can affect their businesses and access to international markets. This service and its associated web site are managed and operated by the Standards Coordination Office, an organization within the National Institute of Standards and Technology (NIST). NIST is part of the U.S. Department of Commerce (DOC). Access to password protected portions of Notify U.S. will be discontinued in early 2023. Password protected portions of this site have been in operation since 2005 and have reached end of life. No new registrations for this service are currently being processed. E-Mail notification alerts sent to existing Notify U.S. customers will be discontinued sometime between December 24 and 27, 2022. Existing Notify U.S. customers are encouraged to register for and/or use the ePing SPS&TBT Platform to review notifications and/or to continue to receive e-mail alerts when new notifications of interest are circulated. Current, active Notify U.S. users will receive notice from Notify U.S. prior to the discontinuation of notification alerts from this service. NIST operates the U.S. National Enquiry Point and Notification Authority under the World Trade Organization (WTO) Agreement on Technical Barriers to Trade (TBT Agreement). Per obligation under the TBT Agreement (https://www.wto.org/english/docs_e/legal_e/17-tbt_e.htm), each WTO Member operates a national TBT (and an SPS) Enquiry Point. National TBT Enquiry Points are authorized to accept comments and official communications from other national TBT Enquiry Points, which are NOT part of the WTO or the WTO Secretariat. In line with and continuing current practice, even after e-mail notification alerts are discontinued and access to password protected portions of Notify U.S. become unavailable, all comment submissions from U.S. stakeholders, including businesses, trade associations, U.S domiciled standards development organizations and conformity assessment bodies, consumers, or U.S. government agencies on notifications to the WTO TBT Committee should continue to be sent directly to the USA WTO TBT Enquiry Point at usatbtep@nist.gov. Purpose

WTO members are required under the TBT Agreement to notify to the WTO certain proposed technical regulations and conformity assessment procedures (CAPs) concerning manufactured products, industrial goods, and/or the labeling of products, including food and beverage products, that could affect trade with other WTO members. The WTO TBT Secretariat distributes these notifications so that all members have an opportunity to review and comment via TBT Enquiry Points on notified actions prior to their finalization and entry into force. Notify U.S. was launched in 2005 to provide U.S. stakeholders access to key information included in the notifications made by members of the World Trade Organization (WTO) under the Agreement on Technical Barriers to Trade (TBT Agreement), and to receive and fulfill requests for information related to those notifications. Notify U.S. allows registered users to follow (via customized e-mail alert), review, and consider commenting on notifications of interest. E-Mail alerts from Notify U.S. will be discontinued in December 2022. The World Trade Organization's ePing SPS&TBT Platform at https://epingalert.org/ allows anyone to follow and review notifications and to receive e-mail alerts when new notifications are circulated. Existing Notify U.S. customers are strongly encouraged to register for and/or use ePing to review notifications and/or to continue to receive e-mail alerts after late December 2022. Current, active Notify U.S. users will receive notice from Notify U.S. prior to the discontinuation of notification alerts from that service.


Users

The Notify U.S. Service allows users to receive an e-mail alert when one or more TBT notifications by member and in the selected product sector(s) of interest are added to Notify U.S. Included in a user’s e-mail alert is a list of new notifications and their basic details (notification symbol, issue date, title, final date for comments), as well as a link to the Notify U.S. web site. The user can log in and view further details about a specific notification, and also request full-texts that are not provided by the member when the notification is issued. When a requested text is added to Notify U.S., the user will receive an e-mail alert indicating that the text is available. U.S. stakeholders who are not already existing Notify U.S. subscribers / customers: To request a full-text not provided by the WTO Member when a notification is made to the TBT Committee and circulated via ePing, use the Contact Us form and include the notification symbol associated with the missing text.


At this time, the Notify U.S. Service is no longer accepting new registrations and is available only to existing users who are U.S. citizens and individuals that are part of U.S. based organizations and industries. At the beginning of calendar year 2023, the USA WTO TBT Enquiry Point will fully transition to the World Trade Organization's ePing SPS&TBT Platform at https://epingalert.org/ to follow and review notifications and to receive e-mail alerts. New and existing customers are encouraged to register for and/or use ePing to review notifications and/or to continue to receive e-mail alerts. Current, active Notify U.S. users will receive notice from Notify U.S. prior to the discontinuation of notification alerts. All comment submissions from U.S. stakeholders, including businesses, trade associations, U.S domiciled standards development organizations and conformity assessment bodies, consumers, or U.S. government agencies on notifications to the WTO TBT Committee should continue to be sent directly to the USA WTO TBT Enquiry Point at usatbtep@nist.gov. Registered users can access the Notify U.S. Service by entering an authorized Email address and password in the Sign In form to the left. New registrations for this service have been discontinued. Existing users who have forgotten their password or have had their account disabled, can use this Forgot Password Link to request that their account be re-enabled or their password reset. Please plan to transition to the World Trade Organization's ePing SPS&TBT Platform at https://epingalert.org/ before the end of calendar year 2022 to continue to follow notifications and to receive e-mail alerts when new notifications of interest are circulated by the WTO. Current, active Notify U.S. users will receive notice from Notify U.S. prior to the discontinuation of notification alerts from the Notify U.S. service.
